If you're refering to the Eve clock in the bottom left hand corner, that remains constant, just think, your lucky being in Europe, at least it's local time to you 6 months of the year.

The lower the security rating the better/rarer ore type, I also noticed that a few systems that were .4 became .3 after Castor, and nolonger have Jaspet in them. Hope this helped a little.
